Summary
On December 3, 2019, it was announced that comments were being solicited for the "New Energy Vehicle Industry Development Plan" (2021-2035), drafted by the Ministry of Industry and Information of the People’s Republic of China (hereinafter referred to as MIIT) and other related departments. The development vision focuses on the industries and environment surrounding NEVs such as technological innovation, ecosystems, integration with public transportation, and infrastructure.
The Chinese government will continue to execute its development policies with regards to electrification, the internet, “intelligentization”, and sharing, as well as deepen the development of new energy vehicles (hereinafter referred to as NEVs). China’s new NEV plan will focus on innovation, breakthrough key technologies and improvements in the basic capabilities of the industry. To that end, the plan supports leading companies and covers the entire industrial chain, including solutions, R&D, production, and operation services. The plan will also promote the reorganization of component suppliers to increase industry consolidation. Also, the plan fosters internationally competitive NEV industry clusters positioned in manufacturing hubs where the industrial base is already in place.
In addition, by constructing a new industrial ecosystem and improving infrastructure, the plan has been designed to promote the development of the NEV industry, shift the focus from "Chinese products" to "Chinese brands", and accelerate progress on China becoming an automotive powerhouse.
According to a draft of the opinions collected regarding the revision to the “Regulations for New Energy Vehicle Production Lines and Product Entry Control” that was published by MIIT on February 10, 2020, the draft states that the industry will require a traceability system be established so that NEV automakers will be able to trace products throughout the value chain from when they are manufactured by the major suppliers of automotive components until finished vehicles are delivered to customers.
This report summarizes some of points made in the public consultation draft for soliciting opinions on the "New Energy Vehicle Industry Development Plan" (2021-2035).
