Summary
GM considers China to be the major strategic market following North America, currently marketing GM models including the Chevrolet brand and local Wuling brand models. In the January-September period of 2012, it sold 2,119,800 units (on a factory shipment basis including exports), up 12.24% year-on-year, holding the largest share of the market in China.
GM set a moderate vehicle production/sales target (including overseas CKD production/sales) in China for 2012 at 2.747 million units, up slightly more than 8% year-on-year. It also aims to sell 5 million units in 2015, doubling the 2011 sales of 2.54 million units.
GM plans to gradually increase the production capacity of its joint venture plants in China from 2.59 million units as of October 2012, to slightly more than 2.74 million units by the end of 2013, and further to more than 4.4 million units in 2015 or later. It will also boost production through the expansion of the Shanghai plant and the construction of new CKD plants in western China and abroad.
At the same time, it also plans to boost the production capacity for engines from 2.22 million units as of October 2012, to 2.57 million units at the end of 2012, to 3.34 million units at the end of 2014, and further to more than 3.57 million units in 2015 or later.
GM is currently forming an alliance with SAIC Motor Corp. (SAIC) and has jointly expanded into emerging markets such as India and Egypt. In 2012, they will conduct CKD production of Shanghai GM (SGM) and SAIC-GM-Wuling (SGMW) models at their affiliated plants overseas. SAIC-GM-Wuling is also planning to build a joint venture plant in emerging countries in Latin America and other regions.

Vehicle production in China: To boost production capacity from 2.7 million at the end of 2012 to more than 4 million in 2014
GM's production capacity for vehicles is expected to amount to slightly less than 2.72 million units in China at the end of 2012. GM is currently accelerating preparation of production facilities in order to achieve its 2015 sales target of 5 million units which includes 690,000 imported cars in China, including CKD production/sales abroad.
Under the joint venture with SAIC Motor Corp., GM is expanding its existing production facilities in Yantai, Shandong province/Shenyang, Liaoning province/Liuzhou, Guangxi, and also started the construction of a new plant in Wuhan, Hubei province. GM also plans to expand its production facility in Shanghai (production of a plant exclusively for Cadillac brand car) and to build a new plant in Western China in order to boost its annual production capacity.
Through joint venture with FAW Group, GM will expand its production facilities in Harbin, Heilongjiang province/Changchun, Jilin province and will also make its affiliated plant in Qujing, Yunnan province into its subsidiary, where it will build a new plant.

Shanghai GM group: To build a production structure in order to achieve production/sales of 2 million units in 2015
Shenyang (Norsom) plant: To boost vehicle production capacity in Shenyang to 500,000 units in 2014 in a third-stage construction
The Shenyang plant (Shanghai GM (Shenyang) Norsom) is currently building a new factory that is capable of producing 300,000 vehicles. This new factory will be completed in the first half of 2014. Combined with the existing plant, the Shenyang plant will boost its production capacity to 500,000 units a year. |
The new plant has an area of about 2.2 million square meters. The total investment is worth 7 billion RMB. It has stamping/body/painting/assembly facilities and a production line for powertrain including engine and supporting facilities. |
Concerning the above move, as part of preparation of a supplier structure for the new plant, a 3-million-square-meter industrial park for auto-parts and related logistics will be built in Industrial Parks of Shenyang Auto city. |
Yantai (Dong Yue) plant: Completed the construction of its north plant, the Yantai plant boosted production capacity to 480,000 units a year in May 2012
The Yantai passenger car plant in Shandong (Shanghai GM Dong Yue) completed the third-stage expansion work of its north plant in May 2012. The new plant started production of models such as Buick Excelle (Yinglang) XT/GT. The plant is capable of producing 240,000 vehicles (2 shifts) a year, which will be increased to 360,000 units (2 shifts) by 2014. The total investment in the north plant is worth 2.53 billion RMB. The automation rate of body welding amounts to 63.3%. |
A new plant for Buick/Chevrolet will be built in Wuhan, to prepare production capacity for 300,000 vehicles a year in 2014
The Wuhan branch plant (Shanghai General Motors Manufacturing Base), which also has a powertrain plant, started the first-stage construction in June 2012, which is scheduled to be completed in 2014. The plant will produce Buick/Chevrolet brand models. Its production capacity in the first-stage construction is 300,000 passenger cars a year. The second-stage construction will begin as early as in 2015. The combined production capacity will be boosted to 600,000 units a year. |

GM plans to build a special plant for Cadillac in Shanghai, building production capacity for more than 100,000 units a year
In April 2014, GM announced that it would enhance its efforts to produce Cadillac models in China and would expand the Shanghai Jinqiao plant in order to make it into a special plant for Cadillac cars. Its production capacity is said to increase to 100,000 units a year by 2015. After the completion of the new special plant, GM will raise Shanghai GM's share of production of Cadillac models from the current less than 2% to about 20%. In line with this move, it will introduce one new Cadillac model per year from 2012 to 2016. The 2011 sales of Cadillac models in China amounted to about 30,000 units including sales of imported cars. |
Before the construction of the plant for Cadillac cars, Shanghai GM will begin production of the XTS, in addition to the SLS (a Cadillac model currently being produced in China), at the existing Shanghai Jinqiao plant at the end of 2012. |

It is reported by some media that Chongqing, Sichuan (Longquan Economic & Technology Development Area), Xi'an, Shanxi province, Changsha, Hunan province and Wuhan, Hubei Province are likely candidates. The new plant plans to produce Baojun passenger cars and Wuling mini vehicles. |
FAW-GM: prepares production in order to achieve the 2015 production/sales target of 310,000 units
Harbin plant: with former plant closed, the new plant is to boost production capacity from 100,000 to 200,000 units a year in the future second-stage construction
The Harbin plant (FAW-GM-Hongta Yunnan), which moved to a new plant (Hanan Industrial New City), completed the first-stage construction in May 2011 and prepared production capacity of 100,000 light vehicles including light trucks (with 2,000 employees). The plant plans to boost the production capacity to 200,000 a year in the second-stage construction in the future. The new plant (site area of 500,000 square meters, building area of 125,000 square meters) also has stamping/welding/painting/assembly facilities and a frame/axle production line. |
Changchun plant: currently boosting production capacity to 100,000 a year by 2013
The Changchun plant (Changchun Economic & Technological Development Zone), which started operations in December 2010, will increase production capacity from the current 80,000 to 100,000 units by 2013, which it plans further to boost to 200,000 units in the future. The Changchun plant began production of the Kuncheng, Jiefang pickup in 2011. It plans to add production of a body-on-frame SUVs and MPVs/small buses in the future. |
Yunnan plant: plans to build a new light-truck plant in the suburbs of Qujing, Yunnan province.
The Yunnan (Qujing) plant plans to build a new plant for light trucks with Qujing Economic & Technological Development Zone in the suburbs of Qujing as a candidate location. FAW-GM plans to close the two existing plans in Qujing (a plant in Qujing and the Sanbao plant) and to transfer production to the new plant. |
The total investment in the new plant is worth about 2 billion RMB. The site area is 2 million square meters. FAW-GM will build a new plant that produces relatively larger light trucks and a new plant that produces light trucks with a wheelbase of 3360mm or less within the same site. FAW-GM: conducts overseas operations in Southeast Asia, Russia, Middle East, and Latin America including local KD production
FAW GM (FAW-GM-Hongta Yunnan), which has production facilities in Habrin, Heilongjiang province/ Changchun, Jilin province /Qujing, Yunnan, exports vehicles to slightly more than 20 countries and regions including Southeast Asia/Latin America/Middle East. Engine production in China: GM to build a new plant in Shenyang/Wuhan/Liuzhou/Qingtao to boost production capacity to 3.3 million units at the end of 2014
GM produced slightly more than 2 million engines (up 15.3% year-on-year) at its engine production facilities in China in 2011. According to the production plan that had been announced by October 2012, it plans to have production capacity of 2.57 million units in 2012, which will be increased to 3.3 million units at the end of 2014 and further to 3.57 million in 2015 or later. It will further enhance local engine production in China in the future through the construction of a new plant in western China and the second-stage construction of the Wuhan, Hubei province/Liuzhou, Guangxi plant.
Concerning the joint venture plant with SAIC Motor, a new plant will be built in Liuzhou (Liudong Xinqu), Shenyang and Wuhan. In order to boost annual production capacity, GM will also build a new engine plant in western China, for which Chongqing/Chengdu is said to be strong candidate locations; it will also expand the existing Qingtao plant.

Shanghai GM: currently newly preparing production capacity of up to 450,000 engines in Shenyang and more than 300,000 engines in Wuhan
In June 2011, Shanghai GM boosted the production capacity of its powertrain plant (Shanghai GM Dong Yue Powertrain) in Yantai, Shandong province to 660,000 units a year. Currently, it is building an engine plant that is on the same site of the passenger car plant each at the Shenyang (Norsom) plant in Liaoning province and the Wuhan plant in Hubei province.
In the third-stage construction of the Shenyang (Norsom) plant, Shanghai GM builds an additional engine plant to boost production capacity to 300,000 units when combined with an existing plant
At the same time as the construction of the Shenyang (Norsom) vehicle plant that began in September 2011, Shanghai GM started building a new powertrain plant including engines, which is to be constructed on the same site. The engine plant will have production capacity of 300,000 units a year by the first half of 2014, which will further be increased to 450,000 units a year. |
On the same site as the Wuhan plant, the construction of a powertrain plant begins, which will start operations in 2014
In September 2012, Shanghai GM also started the first-stage construction of a powertrain plant that is on the same site of the new Wuhan passenger car plant. The construction will be completed in 2014; production of powertrain including conventional engines will begin. |
The production capacity of the engine plant is said to be about 300,000 units, which is in line with the production volume of passenger cars. Since the Wuhan plant will also start the second-stage construction of the passenger car plant as early as in 2015, it is assumed that the engine plant on the same site will be expanded at the same time. |

The second-stage construction of the Liuzhou engine plant on the same site as the Liuzhou main plant was completed in 2012. As a result, the production capacity of engines was increased by 175,000 units. Combined with the existing plant, the Liuzhou main engine plant boosted production capacity from 525,000 to 700,000 units a year. |
The Liudong engine plant in Liuzhou is to be completed in November 2012 to newly prepare production capacity of 350,000 units
On November 18, 2012, at the same time as a Liudong passenger car plant (Baojun plant) in Liuzhou is completed, the new engine plant on the same site will start operations to begin production of engines to be used in Baojun vehicles and others. The new plant is capable of producing 350,000 units a year. The engine plant of the Liuzhou main plant produces 1.5-liter/1.8-liter engines to be used in the existing Baojun 630 and compact engines to be used in the Baojun Lechi. |
The Tsingtao engine plant is expanded to boost production capacity to 525,000 units in 2014; production of the Wuling B series begin
In October 2012, the second-stage construction of the Qingdao engine plant of Qingdao Branch in Shandong province (total investment: 978 million RMB). The construction will be completed at the end of 2014. The plant will start production of gasoline engines for mini vehicles, which will be used in the Wuling (SGMW) B series that employs GM's engine technology. |
The production capacity will be increased by 175,000 units at the end of 2014. Combined with the existing plant that has a production line for cylinder blocks/heads and crankshafts (including Wuling B/C series, 350,000 units of small-displacement high-performance engine), the Tsingtao engine plant will boost its production capacity to 525,000 units a year.
