Development Strategy for China’s Smart Car Innovation

Volume production of smart cars and high-level autonomous driving by 2025

Summary

  On February 10, 2020, the "Smart Car Innovation and Development Strategy" was announced by 11 central level China governmental departments including the National Development and Reform Commission (NDRC) and the Ministry of Industry and Information Technology (hereinafter referred to as MIIT).

  This governmental notification is targeted at realizing the volume production of smart cars with conditional autonomous driving capability by 2025, and commercializing highly automated vehicles in specific environments. In addition, the development strategy aggressively promotes the construction of intelligent transportation systems and smart city related facilities and covers wireless communication network (e.g. LTE-V2X) areas for automobiles. To realize the government’s vision, the development strategy sets forth six key missions (excluding safeguards) focusing on areas such as technology and testing, business reforms at industry participants such as OEMs and parts suppliers, the construction of intelligent infrastructure for smart cars, coordination of the legal system, product management regulations and operations, and network security.

  This report summarizes some of the relevant aspects of the Smart Car Innovation and Development Strategy that was announced.
