Summary

 In China, the government has rapidly been enhancing and preparing the dissemination and expansion of the new energy vehicle business as part of China's national strategy in recent years. The Chinese government is scheduled to announce a plan for the development of a new energy vehicle industry soon.

 In the draft, China aims to be the largest seller of new energy vehicles in the world in 2020. Specifically, it targets ownership of 5 million new energy vehicles (PHEV, EV, FCV, etc.) by 2020. In addition, it aims to produce and sell 15 million energy-efficient vehicles such as HEV (including fuel-efficient gasoline vehicles) a year, aiming to be the world leader.

 In order to achieve the target, the Chinese government will contribute a total of 100 billion RMB during the next ten years until 2020 for the development of related industries. It is said to be intending to mainly promote the development of EVs aggressively.

 The following is a summary of Chinese six state-owned OEMs' business and model plans for their own brand HEVs, EVs, and FCVs. The report covers the plans by SAIC, Dongfeng Motor, FAW, Changan Automobile, BAIC, and Guangzhou Automobile.

 For the plans by six private equity-backed OEMs (Chery, BYD Auto, Brilliance Automobile, JAC, Geely, and Great Wall Motor), refer to "China's major OEMs plan their own-brand HEVs, EVs, and FCVs (2)" (No. 966 dated on April 25, 2011).

 (Note) "New energy vehicle" in the government's draft means "Clean Energy Vehicle" in Japan, which mainly includes PHEVs/EVs/FCVs. Including Micro HEVs which represent vehicles with idle reduction systems, HEVs are classified as energy efficient vehicles.

SAIC Motor Corp. launches PHEVs/EVs in 2012, aiming to take a 20% share of the new energy vehicle market in China in 2015

 SAIC Motor Corp. intends to market three new energy vehicles - HEVs, EVs, and FCVs. The company says that it focuses on preparing the production of HEVs and EVs while for the time being excluding FCVs.

 SAIC Motor targets to take a 20% share of the market for new energy vehicles in China in 2015. Concerning PHEVs and EVs, the company targets to produce an accumulated total of 20,000 by 2012. It plans to invest a total of about 6 billion RMB for the volume-production of new energy vehicles in 2010-2012.

 With respect to HEVs, SAIC Motor Corp. Passenger Vehicle, which is under the umbrella of SAIC Motor, will launch the Roewe 750 HEV sedan in 2011 and the Roewe 550 PHEV sedan in 2012. In addition, concerning EVs, the company plans to introduce mass-production model of the Roewe E1 hatchback and the Shanghai EV sedan in 2012. Moreover, it is scheduled to start trial production of the Shanghai FCV sedan in 2013.

 Incidentally, SAIC Motor Corp. and GM signed a memorandum of understanding on the alliance on the technology for new energy vehicles and the development of their new models in November 2010.

Dongfeng Motor Corp. to introduce Micro HEVs/EVs in 2011 including trial introduction, aiming to sell 50,000 EVs in 2015

 Dongfeng Motor Corp. intends to market EVs/HEVs as new energy vehicles under its own brand.

 The company targets production and sales of 8,500 new energy vehicles in 2012 and more than 20,000 in 2014, aiming for ownership of 800,000 in 2020. It is also planning to launch an EV passenger car by 2015, aiming to produce and sell about 50,000 per year.

 Dongfeng Motor Corp. is targeting to increase the sales of energy-efficient passenger cars including clean-diesel-powered/gasoline-powered vehicles to the point of accounting for 20% of its own-brand passenger cars by 2015. It says that it will make EVs into a core portion of its energy-efficient vehicle business by 2020.

China FAW Group introduces HEV/EV in 2011, additionally launching PHEV by 2015

 China FAW Group markets three new energy vehicles - HEVs, EVs, and FCVs. In 2011-2015, concerning passenger cars, the company will foster a B-segment (middle-class and high-end) or higher strong HEV, A-segment (middle-class) PHEV, and economy-type EV sedan and hatchback as its main new energy vehicles.

 It also intends to develop technology for about 60 items including a driving motor system, an electro-mechanical coupling system, a secondary battery driving system, and components/accessories for HEVs/EVs.

 China FAW Group started developing EVs in 2009 and has developed four EVs including the Besturn B50 EV, Vizi EV, and Weizhi B50 EV by July 2010. Of these models, the company announced to start small-lot production of the Besturn B50 EV and the Weizhi B50 EV in 2010 (Progress is unknown).

Changan Automobile Group introduces the HEV system including Micro version in the entire passenger cars and mini vehicles under its own brand by 2012

 Changan Automobile Group intends to focus on HEVs as a new energy vehicle. As for HEVs, in February 2011, the company has developed a micro HEV system, a full-HEV system, and a PHEV system. It has announced that it would introduce a HEV driving system including a solar power generation and an idle reduction system in the entire passenger cars and mini-sized vehicles (including minivans and mini trucks) under its own brand by 2012. It will also develop EVs and FCVs.

 In addition, the company will invest 1 billion RMB additionally to the initial plan in order to research and develop new energy vehicles and to prepare for volume-production during the three years until 2012. It says that it will further make an additional investment of 10 billion RMB in the improvement of technology for new energy vehicles in the future.

 The production and sales target of new energy vehicles is 150,000 in 2014 and more than 500,000 in 2020. Also, the company targets to increase the production of its-own brand EVs to the level of accounting for 5% of the annual production of all vehicles by 2020.


 The 2011 production and sales target of HEVs is 1,100 (700 units of Z-Shine HEV sedan (mild type) for taxis, 300 strong HEV passenger car - Joice HEV and Z-Shine HEV 1.5L - for fleets, and 100 HEVs for the general family use).


 Changan Automobile Group is currently building a new plant for new energy vehicles and middle-class/high-end vehicles at the Fangshan District in the vicinity of Beijing (the construction began in September 2010), and was reported to be considering concentrating the production of new energy vehicles of its entire group at the new plant in the future including Haifei Motor and Changhe Automobile.

BAIC Group to introduce three EV passenger car models in the latter half of 2011, targeting to produce 150,000 by its subsidiary for new energy vehicles in 2015

 BAIC Group has already owned technologies for the development and manufacture of new energy vehicles including EVs and HEVs, for the control of such vehicles, and for electric drive system, intending to make EVs into the core of its new energy vehicle business. By enhancing development, procurement, and manufacturing activities, the company will reduce production costs of new energy vehicles to the level of gasoline/diesel-powered vehicles by 2020.

 BAIC Group introduced Beiqi Foton Motor's EV version of the CDV (Midi EV) for the taxi market in March 2011.

 In addition, BAIC New Energy Automobile Co., which is under the umbrella of BAIC Group, will begin small-lot production of EVs (Beijing C30DB/M30RB/Q60FB) in 2011, which are based on the C70/C30 passenger cars under Beijing brand. The 2011 production target is 3,500 (Note 1). In addition, the company has announced its intention to additionally introduce EV versions of C/B/A+/A/A0 segment cars and mini vehicles in the future to expand its lineup of EVs. (Among them, C/B/A+ segment models are new models based on the models of Saab, which BAIC Group has acquired.)


 In the field of commercial vehicles, BAIC Group intends to give priority to the promotion of the new energy vehicle business including HEVs and FCVs.

 The company will invest 3.75 billion RMB in the new energy passenger car and commercial vehicle business including technology for main components (of the investment, 1.7 billion RMB in BAIC New Energy Automobile Co., 1.5 billion RMB in Beiqi Foton Motor, and 0.55 billion RMB in the core component business) during the few years from 2011. The company aims to produce and sell 5% of its group's annul vehicle production and sales with new energy vehicles by 2015.

 In the development of parts, the company has announced its intention to promote an alliance with other companies and to improve the capacity of driving Lithium-ion batteries by about 50% and the battery life by more than 40% (can be charged about 2,000 times as a driving battery) by 2015.

  (Note 1) BAIC New Energy Automobile Co. targets the production of 150,000 new energy vehicles in 2015. It targets the production of core components for 330,000 vehicles.

Guangzhou Automobile Group (GAC) to introduce EV/HEV/PHEV in 2011 or later, targeting to sell 200,000 new energy vehicles in 2015

 Guangzhou Automobile Group (GAC), which is currently being reorganized, says that it targets the production and sales of about 200,000 new energy vehicles, which consist of A/B/C segment HEVs (including PHEVs) and A00/A0 segment EVs, per year in 2015. In addition, the company announces its intention to carry out a test run of FCVs.

 At the Guangzhou Motor Show 2010 held in December 2010, GAC unveiled its plan to expand its lineup of its own-brand HEV sedans from mild HEVs, to strong HEVs, and further to PHEVs, based on its own-brand Trumpchi sedan in the future.
