China sales forecast and automaker's plans: Tax reduction to continue until end of 2017

  According to the China Association of Automobile Manufacturers (referred to as CAAM below), China's sales of new cars in 2017 (based on numbers of factory shipment, includes exports, but not imports) are expected to be 29.4 million units, a 4.9% increase year-over-year (y/y). Passenger vehicle sales are projected to rise 5.4% to 25.7 million units due to the continued popularity of SUVs and MPVs. For commercial vehicles, although sales of buses are on a downward trend, those for commercial vehicles as a whole are expected to increase slightly to 3.7 million due to an increase in truck sales volume.

  A tax break for small passenger vehicles with an engine displacement of 1.6L (the vehicle purchase tax was lowered from 10% to 5%) was originally scheduled to be in effect until the end of 2016. However, in mid-December 2016 the government decided to maintain the tax break from January 1 to the end of 2017, while at the same time raising the tax rate to 7.5%.

  The U.K.-based research firm LMC Automotive reported that China's light vehicle production volume in 2017 (Passenger vehicles and small commercial vehicles with GVW 6 t or less including imports) increased by 2.1% y/y to 27.6 million units. It predicts moderate growth for 2018.

  Each automaker is projecting different number for their vehicle sales in 2017. Although the tax cuts will continue, joint venture companies remains cautious, which may be a result of the increase in the tax rate. In contrast, Chinese non-state owned manufacturers have proposed aggressive plans and goals.

  According to a forecast issued by CAAM in January 2017, the number of new vehicle sales in 2017 is likely to be 29.4 million units, a 4.9% increase from the previous year. Moderate growth is expected. Passenger vehicles increased by 5.4% to 25.7 million units. With regards to vehicle types, SUV and MPV sales continue to increase. Meanwhile, Sedan models, which are categorized as basic passenger vehicles, are expected to be on a downward trend.

Expanding demand in medium-sized cities key for increased unit sales

  A low car ownership rate is cause of increasing vehicle sales. According to CAAM, the average vehicle ownership rate in China is 119 units per 1,000 people as of the end of 2015. There is room for expansion of demand in small and medium sized cities with a possession rate of 100 units/1,000 people or less. The significant demand in these cities is thought to be directly related to the growth of automobile sales volume.



Tax reduction to extend until the end of 2017 with a tax rate of 7.5%, unit growth to continue

  CAAM predicts that the GDP growth rate will affect new vehicle sales to some extent and that the rate in 2017 is likely to be 6.5%, down 0.2 points from 2016. It also believes that current policies and administrative movements are affecting the automobile market. For example, although a tax break for passenger vehicles with engine displacements of 1.6L or lower was initially planned to only be in effect until the end of 2016, it was announced in mid-December, 2016 that it would be extended until the end of 2017, although the vehicle purchase tax rate was increased to 7.5% starting from January, 2017.

  In addition, according to CAAM the market environment of 2017 is similar to when a tax break*1 for compact vehicles with engine displacements less than 1.6L was put into effect in 2009. It believes that the number of units will increase, just like in 2009, when sales figures increased for the ensuing 2 years. However, when comparing the 9.2% GDP growth rate at the time in 2009 with the 6.7% GDP growth rate of 2016 (Forecast by National Development and Reform Commission), it seems likely that the increase in the number of new vehicle sales will be moderate.

Introduction of SUVs targeting young people to continue in 2017

  According to CAAM, consumer confidence in China in 2017 will not be stable, and the timing of product purchases is uncertain. The Association predicts that, while the population of 25 to 35 year olds will decrease over the coming years, many SUV models that they are the main targets for will be launched in 2017. Specifically, approximately 40 SUV models will be introduced to the market in 2017, many of which are automakers own brand vehicles that sell in a range from CNY 80,000 to CNY 180,000.

  Regarding sales of commercial vehicles in 2017, sales of trucks will increase, while those for buses will decrease. Sales of commercial vehicles as a whole are expected to increase slightly to 3.7 million units.



Both imports and exports to decline

  Import volume in 2017 is projected to be 100 million units, a 7.7 million unit decrease from the previous year, and exports are expected to be 75 million units, a 59,800 unit decrease from 2016. From December 1, 2016, an additional tax of 10% was imposed at the production and import stage for passenger vehicles that cost CNY 1.3 million or more (not including a value added tax*2), as well as medium and light commercial vehicles. There is a possibility that the number of imported cars in the very expensive price range may be affected in the future.

*2:The value added tax is equivalent to a consumption tax.



New energy vehicle sales forecast: An increase of approximately 60% to 800 thousand units in 2017

  In 2016 CAAM projected new energy vehicle*3 sales of 700,000 units, but the actual results were sales of 507,000 units. The association forecasts that the sales volume of new energy vehicles in 2017 will continue to increase and reach 800,000 units.

  According to reports, BYD, the largest Chinese producer and seller of new energy vehicles, plans to introduce EV and PHV sedan models, as well as SUVs and MPVs in 2017. In addition, Beijing New Energy Vehicle, a Beijing Automotive Group member company, set a sales target for 170,000 in 2017, up from 5,000 in 2016. This includes the 25,000 units of EV taxis that will be introduced in Beijing.

  There were illegal acquisitions of purchase subsidies for new energy vehicles by some manufacturers in 2016.

  In response to this, a new policy for new energy vehicles was implemented from January 1, 2017 to ensure the sound development of new energy vehicles. Under the new policy, the technical requirements (electric energy, cruising range, battery life, etc.) of new energy vehicles for which an application to be included on the recommended model list can be submitted were tightened. The subsidy amount was also lowered across the board.

Automaker's sales projections for 2017: Non-state owned makers put forward aggressive plans, while foreign joint venture corporations signal caution

  Taken together, the sales plans of 18 Chinese automobile manufacturers for 2017 (total market share of about 97% in 2016) project y/y growth of 8 to 13%, for a total of 29.4 million to 3.07 million units sold. Plans and goals vary depending on the OEM. Major non-state owned makers such as Geely Automobile and Great Wall Motors have set aggressive targets, while foreign joint venture corporations remain cautious.

Chinese light vehicle sales forecast

  According to LMC Automotive's forecast released in January 2017, Chinese light vehicle production is expected to be 27.6 million units in 2017, up 2.1% year-over-year (y/y). In 2020, production will rise to approx. 30.0 million units for an increase of 8.6% compared to 2017.

  The Chinese government finally announced the extension of the temporary tax cut on 15 December 2016. The duty cut on small-engine vehicle will extended through to the end of 2017, but at only half its original rate. As such, LMC Automotive has revised upward the outlook for 2017 and expect growth in 2018 to be more modest than of late.

  After 2018 foreign OEM groups will increase vehicle production. The VW Group will launch low-cost models including a sub compact passenger car and SUV in 2018. In addition, the group is constructing new factories. The GM Group plans to release the Buick brand's first sub compact SUV, which will be produced in China, and a Chevrolet brand SUV in 2019.

  The outlook for 2017 is more uncertain. Much will depend on the extent to which the authorities maintain credit growth. A substantial change of policy stance is not envisaged before the 19th Party Congress in H2 2017, but the decent overall economic growth achieved recently makes it slightly easier to consider some adjustment of the stance. Indeed, the PBoC (The People's Bank of China) has started to signal a mild shift in its policy stance, noting recently that liquidity creation should not be too strong and that monetary policy should prevent rising debt and leverage levels.

  China's CADA (China Automobile Dealers Association) dealer‐level inventory index stood at just 0.82 months at the end of December 2016, 37% down on November and 20% lower in YoY terms - and well below the warning line of 1.5 months. The anticipated expiry of the purchase tax cut on small‐engine vehicles at year‐end led to peak buying on the retail side in the month. Some OEMs also limited wholesales to their distributors in December in order to postpone bookings and keep their numbers up in 2017.
