Foreign OEMs strengthen local R&D and production; government focuses on auto semiconductor standards

  The China Association of Automobile Manufacturers (CAAM) announced on July 10, 2025, that vehicle sales volumes in China rose 11.4% year-over-year (y/y) to 15.653 million units. Of this total, passenger car sales grew 13.0% y/y to 13.531 million units, while commercial vehicles increased 2.6% y/y to 2.122 million units. Sales of New Energy Vehicles (NEVs) grew 40.3% y/y to 6.937 million units, accounting for 44.3% of all new vehicles.

  This report presents significant trends and activities of Chinese and foreign automakers in the Chinese market in the second quarter (Q2) of 2025.

  Chinese automakers are deepening their efforts in integrated vehicle intelligence. BYD Auto Co. Ltd. (BYD) announced that it will focus on implementing core autonomous driving technologies into its products over the next three to five years. The SAIC Group and Huawei Technologies Co., Ltd. (Huawei) jointly announced the launch of a new brand, "SAIC Shangjie," featuring smart mobility solutions. Chery Automobile Co., Ltd. (Chery) established the Chery Intelligentization Center. The GAC Group and JAC Group have each signed partnership agreements with Huawei to deepen their involvement in the intelligentization field.

  Non-Chinese automakers are accelerating R&D and production capacity improvements in China. The FAW-VW Tianjin Branch will make technical improvements to its existing production lines to expand its lineup from five to seven models. Porsche will construct a China R&D center in Shanghai that is over 10,000 square meters. Lexus will establish an NEV manufacturing site in Shanghai.

  On the policy front, the Ministry of Industry and Information Technology (MIIT) promulgated the "Key points of automotive standardization work for 2025" in April 2025. It will accelerate the development of standards for common environmental and reliability standards for automotive semiconductors, information security, and conformity testing, and promote the publication and implementation of standards for security chips, power semiconductors for electric vehicle drive, etc.
