Electric vehicle sales in November increase 5.3% y/y to 1,849,000 units

 Sales of electric vehicles in the 12 major countries and the 3 Nordic countries of Norway, Sweden, and Finland (15 countries in total) reached 1.849 million units in November. It was up 3.5% from the previous month and 5.3% from the same month last year. The share of electric vehicles in November was 31.9%, up 1.4 points from the previous month and 2.8 points from the same month last year. This was 0.3 percentage points higher than September's 31.6% and the highest market share ever. 2025 cumulative sales of electric vehicles in the January through November period increased 20.7% y/y to 16.346 million units, accounting for 27.4% of total vehicle sales volume.

 HV sales totaled 425,000 units in November, down 8.5% m/m, and also down 13.2% y/y. In November, the HV market share was 7.3%, down 0.6 points from the previous month and down 0.8 points from the same month last year. Cumulative HV sales for the 2025 January to November period increased 11.1% y/y to 4.998 million units, accounting for 8.4% of total vehicle sales volume.

 November electric vehicle sales increased both month-over-month (m/m) and year-over-year (y/y). The increase was due to rush demand before the change of preferential tax treatment for NEVs in China, which offset the decline in EV sales in the U.S. The same trend is expected to continue in December, but from January onward, the impact of policy changes in China should be closely monitored.

 On December 16, the European Commission (EU) announced a new "Automotive Package" that reviews efforts to facilitate the transition to clean mobility. Existing CO2 emission standards for passenger cars and buses will be reviewed, and vehicles other than BEVs (PHVs, range extender vehicles (REEVs), MHVs, and ICEs) will be allowed to be sold within the EU after 2035 if they meet new emission standards. Manufacturers and the Association of the European Automobile Manufacturers (ACEA) had called for a review of the goal of banning sales of non-BEVs, claiming that it was impossible to achieve. The revision of the standards is expected to change the European sales strategies of manufacturers, and we will need to watch the EV market even more closely in the future.
