Executive Summary

  Sales of passenger cars in Japan and the U.S.A. during August 2009 were slightly higher that those in August 2008, enabling these two countries to join the ranks of the UK, Germany, France and Italy, which have experienced continued, same-period increases in passenger car sales in 2009. In Spain during August 2009, the rate of decline in passenger cars sales improved slightly. In August, the total, combined sales of passenger cars in the above-mentioned seven countries climbed 4.9% on average from a year earlier, posting the first year-on-year monthly increase since April 2008.

  The recovery in sales in these seven countries was driven by measures such as government-sponsored, new-car sales (scrapping) incentives to encourage consumers to replace their older vehicles with new vehicles. In the U.S.A. and Germany, where these programs ran out of money, there is concern about the viability of future sales in September and after.

  When we looked at the data JATO Dynamics provided for April-June 2009 sales of passenger cars in each segment in the seven countries, we noted that same-period sales of Mini vehicles on average increased by 3.4% and Small by 4.9%, while sales of Mini MPVs decreased by 7.6%. This shows that sales of compact vehicles were overall remarkably strong. (For reference, the January-March period sales were as follows: Mini vehicles were up 0.1%, Small were down 9.0%, and Mini MPVs were down 28.4%.)

  This report summarizes the sales of both passenger cars and light vehicles by segment in the seven countries. We used JATO Dynamics' global segmentations, which are common for Japan, the U.S.A. and Europe.

August 2009 passenger car sales in Japan were up 3.2%; while mini-car sales remain sluggish

 

  Passenger car sales in Japan for the month of August 2009 posted year-on-year growth of 3.2%. This is the first time Japan's passenger car sales saw a year-on-year increase since April 2008. However, sales of mini cars, which account for one third of passenger car sales, have been sluggish, dropping 6.0% in August 2009. (Sales were down 11.2% overall for the January-August period.)

(Note)  In April 2009, the Japanese government started an incentive program, offering JPY 250,000 to customers if they replace cars older than 13 years by buying new, fuel-efficient cars that meet the 2010 fuel efficiency standards. The same incentive program applies to mini cars but the amount being offered is JPY 125,000. The government also offers the incentive to customers even if they don't scrap their older cars, so long as they buy new eco-friendly cars. The program will run through March 31, 2010, but will end before then if the government's funds run out sooner.

US Passenger car and light truck sales in August increased 1.0% year-on-year: government's "cash for clunkers program" runs out of money early

 

  August 2009 passenger car and light truck sales in the U.S.A. grew 1.0% year-on-year, the first monthly year-on-year increase since October 2007. However, the U.S. government's incentive program commonly referred to as "cash for clunkers" that started in July, which encouraged consumers to buy new, fuel-efficient cars and scrap their older vehicles, ran out of funds and ended on August 24.

(Note)  The US government initiated its CARS (Car Allowance Rebate System) program in July, which was designed to encourage consumers to buy new, fuel-efficient cars and scrap their older, less fuel-efficient vehicles. The government initially budged USD $1 billion (later increasing the total to $3 billion), and that amount was supposed to last four months. However, the successful program ended early, on August 24, because the entire amount had been used up by then.

2009 passenger car sales in five European countries post year-on-year increases since May 2009; German government's sales incentive program runs out of funds

 

  Passenger car sales in the five major European markets had posted year-on-year monthly decreases since May 2008. However, sales started to recover in May 2009, with the markets experiencing a 15.2% increase for the month of August 2009 alone. However, in Germany, where sales grew remarkably, the German government's new-car sales incentive program to encourage consumers to replace older vehicles, ended in the beginning of September because the program ran out of money.

New-car sales incentive programs were initiated in the UK in April 2009, in Germany in January 2009, in France in March 2009, and in Italy in February 2009. France and Spain also introduced new-car sales incentive programs that don't require consumers to scrap their older vehicles. This program started in December 2008 in France and in May 2009 in Spain.
2. According to ACEA, so far 13 EU member countries have introduced new-car sales incentive programs as of the end of August. The countries are, in addition to the five already noted,, Portugal, the Netherlands, Luxemburg, Austria, Cyprus, Greece, Slovakia and Rumania.

The incentive being given is GBP 2,000, with the auto manufacturers providing half the amount. A total of GBP 300 million has been budgeted for the program that is supposed to last until February 2010. However, it could end early if the budget is depleted before then.

(Note)  In January 2009, the German government started offering 2,500 euros as an incentive to consumers, encouraging them to buy new, environmentally friendly vehicles and scrap their vehicles that are nine years and older. The initial budget was set at 1.5 billion euros, which correlated to 600,000 vehicles. The budget was further increased, to 5 billion euros in April. However, the budget was depleted at the beginning of September and the program ended.

In January 2009, the government began levying charges (a malus) of 200-2,600 euros when vehicles that emit 160g/km or more of CO2 are purchased.
2. In March 2009, the government also initiated a scrapping incentive under which it provides a 1,000 euro subsidy to consumers who replace vehicles 10 years old or older with new vehicles that emit less than 160g/km of CO2.

(Note)  In May 2009, the Spanish government started two incentive programs that are available to individuals, self-employed workers, and others. One program pays 1,500 euros to individuals who purchase new vehicles priced at less than 30,000 euros. Auto manufacturers are paying 1,000 euros toward the program. The other is a totally government-provided incentive of 500 euros to consumers who purchase used vehicles. The programs last for one year but will end after 200,000 vehicles have been purchased, based on the 100 million euros that were budgeted for the programs.

April-June 2009 Mini and Small vehicle sales increased year-on year; Mini MPV sales decreased

 

  When we look at the types of new passenger cars that sold in Japan and the types of light vehicles that sold in the U.S.A. and the five major European countries according to the segments set by JATO Dynamics, we find that sales of light vehicles in Japan and sales of Mini vehicles (which include the VW Lupo, Peugeot 107, Smart, Toyota Aygo, and Ford Ka) in the other countries posted a combined increase of 3.4% for the April-June period when compared to the same period in 2008.

  Sales in the Small segment experienced a 4.9% increase compared to sales during the April through June period 2008. Some vehicles in the Small segment include the Toyota Vitz, Nissan March, Honda Fit, Mazda Demio, VW Polo, Peugeot 206, Opel Corsa, and Ford Fiesta. However, same-period sales of Mini MPVs were down 7.6%. This segment includes the Toyota Sienta, Nissan Note, Honda Freed, Mazda Premacy, VW Touran, Mercedes A-Class, Citroen C4 Picasso, Renault Kangoo and others. Sales in this segment, when compared to the January-March period in 2008, were down 28.4% in 2009.

17. "Other" refers to vehicles that cannot be classified because of various reasons such as insufficient data about their specifications or insufficient sales statistics.

 

Sales results in major European markets: Mini and Small increased substantially; Lower Medium also saw growth

 

  During the April-June period of 2009, sales in Japan and the U.S.A. for all vehicle segments posted same-period decreases when compared to sales during April-June 2008. However, sales of Mini and Small vehicles in the five major European countries showed significant growth. In the five European countries, sales in the Mini segment were up 17.1% in the January-March period of 2009 and 40.6% in the April-June period. Although sales in the Small segment declined 0.3% in January-March 2009, they climbed 15.4% in April-June, with sales reaching almost 1 million units during the quarter. In addition, sales in the Lower Medium segment increased while the rate of decline in sales of Mini MPVs showed some improvement.
